When is Tampa traffic worst?
Morning and evening windows come from different sources. Do not treat them as one combined study.
Morning: the THEA East Selmon Expressway project traffic report uses 6:30–9:30 a.m., with the peak hour 7:00–8:00 a.m., based on FDOT counts.
Evening: the Hillsborough TPO congestion-management report (January 2026) uses 4:00–6:00 p.m. as the evening peak because that is when volumes are highest. The TPO finds portions of I-275, I-4 and I-75 heavily congested for more than 50% of that two-hour period.
By corridor:
- I-275 — the downtown and bay-crossing spine; TPO flags heavily congested segments in the 4:00–6:00 p.m. window.
- Selmon Expressway (SR 618) — THEA's East Selmon work is built around that 6:30–9:30 a.m. demand; the reversible lanes help, but they do not erase the peak hour.
- I-4 — the east–west cut through the metro; TPO lists portions as heavily congested more than half of 4:00–6:00 p.m.
- I-75 — eastern bypass; TPO lists congested evening segments here too.

The simple move: shift off the peak
Leaving just before or just after the busiest window clears a large share of the delay — even I-275 thins out on either side of THEA's 7:00–8:00 a.m. peak hour and the TPO's 4:00–6:00 p.m. evening. Against 41 hours a year and a 21% growth rate, a consistent 15–30 minute shift is the cheapest time you'll ever buy back.
Three Tampa-specific things that move the peak
- Two clocks, not one. Plan the morning off THEA's 7:00–8:00 peak hour and the evening off the TPO's 4:00–6:00 p.m. crush — they are not one combined window.
- Bay crossings. I-275 over the bay and downtown ramps concentrate everything; a stall has fewer cheap detours than an inland grid.
- Selmon versus I-275. The reversible expressway and the interstate do not peak identically — a bad SR 618 morning can still be tolerable on a different approach.
